Definition and concepts

Definition:

The national poverty rate is the percentage of the total population living below the national poverty line. The rural poverty rate is the percentage of the rural population living below the national poverty line (or in cases where a separate, rural poverty line is used, the rural poverty line). Urban poverty rate is the percentage of the urban population living below the national poverty line (or in cases where a separate, urban poverty line is used, the urban poverty line).

Concepts:

In assessing poverty in a given country, and how best to reduce poverty according to national definitions, one naturally focuses on a poverty line that is considered appropriate for that country. Poverty lines across countries vary in terms of their purchasing power, and they have a strong economic gradient, such that richer countries tend to adopt higher standards of living in defining poverty. Within a country, the cost of living is typically higher in urban areas than in rural areas. Some countries may have separate urban and rural poverty lines to represent different purchasing powers.

Survey: Lao Expenditure and Consumption Survey (LECS)

Data collection method

The most recent Expenditure and Consumption Survey (LECS VI) is the sixth LECS survey conducted in Lao PDR. It is a survey in terms of socio-economy at the household echelon. This survey is a sample survey which is carried out in every province and district over the whole country. The survey was undertaken from June 2018 and June 2019 (for a period of 12 months) in order to be able to provide data on expenditure and consumption covering all seasons and relating to aspects of every area and region in the Lao PDR.

In this survey, data on expenditure and income was collected from households. Data was collected during one month using the daily recording principle. All transactions were captured in a diary and classified by kind of consumption, or by result of agricultural production and business of the household. Data on purchase of goods with long life-time (durables) such as furniture, television, automobile, motorcycle and others were also recorded for the period of the past 12 months.

Data on time use was captured in the middle of the month for all household members aged 10 years and higher.

Supervision

Each team comprised 1 supervisor and 2 enumerators for each village.

Data Collection Notes

The training for trainers and supervisors was conducted for 5 days at the Department of Statistics, Vientiane Capital, with the participation of all staff from the Statistics Section from 17 provinces.

The training for enumerators lasted 11 days and was held at 4 points:

Institutional mandate

Article 19. Survey executing agencies in Statistics Law Number Order 03, Vientiane Municipality 30June 2010 said that Lao Statistics Bureau executes census and national sample surveys and other specific surveys that are defined in the SDNSS in each period of time

Comment and limitations

To be useful for poverty estimates, surveys must be nationally representative. They must also include enough information to compute a comprehensive estimate of total household consumption or income (including consumption or income from own production) and to construct a correctly weighted distribution of consumption or income per person.

Method of computation

Where is an indicator function that takes on a value of 1 if the bracketed expression is true, and 0 otherwise. If individual consumption or income is less than the national poverty line (for example, in absolute terms the line could be the price of a consumption bundle or in relative terms a percentage of the income distribution), then is equal to 1 and the individual is counted as poor. is the total, urban or rural number of poor. is the total, urban or rural population.

National poverty rates use a country specific poverty line, reflecting the country’s economic and social circumstances.
